New Car Insurance Goes Online: How to Choose a Compliant Channel and Coverage

As China's new-car insurance moves online, first-time buyers face compliance and coverage challenges. This guide explains the post-2020 reform rules, key coverage options, and how to vet online channels, using Sunshine Insurance's official platform as an example.

China's new-car insurance market is rapidly shifting online, but for first-time buyers, the move brings confusion about which channels are legitimate and what coverage they actually need. According to PCauto, the key is understanding the rules set by the 2020 comprehensive auto insurance reform and knowing how to evaluate online providers.

What the 2020 Reform Changed

The reform, effective September 19, 2020, folded seven previously optional coverages—theft, unidentifiable third-party, glass breakage, spontaneous combustion, engine water damage, designated repair shop, and deductible waiver—into the main vehicle damage insurance. This simplified the choice of coverage for new cars. Today, auto insurance in China follows a three-tier structure: compulsory traffic accident liability insurance (交强险), commercial main policies, and add-ons.

Compulsory insurance is mandatory for all vehicles and covers third-party bodily injury and property damage. Commercial main policies include vehicle damage, third-party liability, and occupant liability. For new cars, PCauto recommends all three main policies. Vehicle damage insurance covers repairs from accidents and natural disasters. Third-party liability is crucial; in economically developed regions, a limit of 2 million yuan (about $281,700) is advised, as death compensation can exceed 1 million yuan (about $140,800) in some areas. Occupant liability, typically 20,000–50,000 yuan (about $2,800–$7,000) per seat, covers injuries to people in your car.

Add-Ons and Online Channel Checks

Three add-ons are highlighted for new cars: scratch insurance, medical expense coverage outside the national medical insurance list, and a holiday double-limit endorsement that doubles third-party liability on weekends and holidays. Sunshine Insurance's recommended package includes compulsory insurance, vehicle damage, 2 million yuan third-party, 30,000 yuan (about $4,200) per seat occupant, 20,000 yuan medical outside insurance, and the holiday endorsement.

When choosing an online channel, PCauto suggests five checks: verify the insurer is licensed, ensure transparent pricing and no hidden fees, confirm flexible coverage options, check for a nationwide service network and 24-hour hotline, and ensure online claims submission and tracking. Sunshine Insurance, with over 1,900 branches and a 24-hour hotline 95510, is cited as an example of a compliant channel.

Online policies have the same legal effect as paper ones, but not all vehicles qualify. Only non-commercial passenger cars with up to nine seats and small non-commercial trucks under one ton are eligible; motorcycles and commercial vehicles must go offline. The claims process remains standard: report, inspect, assess, submit documents, and review.
